Tiers 1 to 3 are a ladder for people: Standard (2) also covers Enhanced (3). Tier 4 (Business, KYB) and Tier 5 (AI Agent, KYA) are separate categories, not higher levels. A business is not a person with extra checks, and an agent is not a business. So a protocol should ask for "a person at level 2 or higher", "a business" or "an agent", never for "tier 2 or higher".
The ComplianceGate contracts already deployed on Fuji and Mainnet C-Chain still use the old single ladder (tier >= 2). They are immutable; a category-aware gate is planned for mainnet hardening.
